alro65 0fdd2376cd chore: remove all S-57 chart data from version control 
Charts are large binary/GeoJSON files rebuilt on demand from NOAA.
Keep only world-overview cell US1GC09M as base reference.
Cartas/ and charts/ (except US1GC09M) are now gitignored.
